Dear Erickson Balmes,

Thank you very much for always doing our best for friendship between Japan and Philippines.

I would like to tell you about the comfort woman statue built in Manila Bay.

It is a fact that there was a comfort woman (prostitute) in our army. But it was a fact that there was such a thing in the armed forces of any country at that time.

We should look back on war times and countries around the world should deeply reflect on that, and we have to question the fact that we criticize only Japan.It is regrettable that comfort women will be set up in each country as a symbol of that.

I am concerned that this mutual friendship relationship will be lost.

President Duterte said to emperor Akihito that the two countries have overcome their past to build cooperative ties, and expressed his gratitude for Japan's continued assistance in the postwar period. We really believe that the president's feelings have not changed.

We are looking forward for a good and long relationship.
